Breaches are established by the Local Police or other police forces and sanctioned under the Highway Code; breaches of the ordinance not covered by the Highway Code fall under art. 1174 of the Navigation Code. Taxi and NCC breaches are also reported to the municipality that issued the licence.

The ordinance gives the legal basis for the fine but no amount in euros.

The "PA-ZTC" system, type-approved by Ministry of Infrastructure and Transport decree no. 2906 of 28 May 2013, times each vehicle between the Terminal 1 entry and exit gates and records overstays automatically. It is run by the Local Police of the Comune di Ferno, which switches it on by place, day and time band under monthly plans.

Booked driver instead

At Terminal 1 a camera times the car from the entry gate to the exit gate, and the fifteen minutes run whether the flight is out or not. An NCC driver uses the bays kept at Terminal 1 Arrivals instead.

You have 15 minutes from the entry gate to the exit camera on each of the three Terminal 1 levels. Stopping outside the marked bays is forbidden. On the Departures level the free lane is also the one for shuttles, minivans and other group transport.

The operator numbers its short-stay car parks P7, P8, P9 and P10; they have no reserved bays for reduced-mobility passengers. Cars, motorbikes and minibuses carrying up to 9 people may enter, up to 2.10 m high. Prices are set by the airport operator SEA and shown on digital displays at each car park entrance. Entering a car park from the Terminal 1 timed zone within 15 minutes gives a fresh 15 minutes on the way out.

The operator publishes these prices, free minutes and maximum stay on its parking page and on digital displays at each car park entrance, which we could not read on this date. Check the price at the entrance. The operator's site does not say which of P7 to P10 serves which terminal. The ordinance does not say whether an NCC driver needs an airport permit for the NCC bays, or whether a foreign-licensed transfer company may use them. Access to the barrier-protected reserved lanes does need prior authorisation from the operator SEA.

Bays for NCC (hire car with driver) at Terminal 1 Arrivals, designated under Law 21/1992 art. 11(6) and shown on the signage plan. The barrier-protected reserved lane beside them is for taxis, state bodies and vehicles authorised by ENAC or SEA. Anyone else who needs the reserved lanes applies first to SEA's Accessibility Office (02-74867345, accessibilita@seamilano.eu).

The ordinance publishes no price, time limit or height limit for the NCC bays, and shows their position only on a plan drawing. The operator's booking site says nothing about NCC.

At Terminal 2 the two free-flow lanes on the north Arrivals front give NCC access to a reserved area for waiting, pick-up and drop-off. The lane along the terminal kerb is reserved for taxis, authorised buses, state and emergency vehicles.

Barrier-controlled area for airport bus links, open only to bus operators holding an agreement with the airport operator won through a public selection. Entry is by electronic toll tag on a reserved lane; passengers board at the bays.

Vans and 9-seaters

The free Polmone waiting area is closed to "camper, furgoni, navette hotel, navette parcheggi, taxi, N.C.C., T.P.L." and to any vehicle over "5,00 mt per 2,50 mt, altezza 2,10 mt." On the Terminal 1 Departures level the free lane "è destinata al transito delle navette, minivan e similari per il trasporto in gruppo di passeggeri", with the same 15 minute limit.

The prices and rules here are what the airport had published on the date shown beside each one. Airports change them without notice, and the sign at the barrier always wins. Terminal Rules is not the airport and cannot cancel or appeal a charge for you.
